Yes he is; he was my pic for Dr. Strange before they announced who would be playing him. Funny that it turned out that he would be in the movie, just not playing the lead.

I heard a rumor that Kang was actually supposed to be victorious in AntMan 3 but it was switched and reshoot.

Well hes related to Reed, and both Reed and Doom have copied his council of multiversal versions of themselves idea. It wouldnt be too hard to switch. But I say dont derail the plans that much and just replace him. Apparently they arent bringing John Krazinski back for F4, and weve seen Loki so we already know its not unusual for variants to look a bit different from one another. Just recast a Kang prime

Last I heard, they're scrapping that altogether. It went from "announcement" type article to "rumor" later....so that with a grain of salt.
